Parent Consultation on PSHE and RSE Curriculum Open until 15th March 2021

As a part of your child’s educational experience at Tipton St John Primary School, we aim to promote personal wellbeing and development through a comprehensive taught programme of Personal, Social, Health and Economic (PSHE) education that gives children and young people the knowledge, under-standing, attitudes and practical skills to live healthy, safe, productive and fulfilled lives, both now and in the future.
The Department for Education has made changes to relationships and sex education following nationwide consultation which came into effect from September 2020 and all schools are required to comply with the updated requirements. The statutory guidance can be found at: 


The  guidance focuses on healthy relationships and keeping children safe in the modern world. It also covers a wide range of topics relating to physical and mental health, wellbeing, safeguarding and healthy relationships.
Learning about the emotional, social and physical aspects of growing up will give children and young people the information, skills and positive values to have safe, fulfilling relationships and help them take responsibility for their own well-being.
Consequently, from September 2020, Relationships and Sex Education (RSE), along with Health Education, will be statutory, and form part of the National Curriculum. 

Parents who have been at the school for a number of years will be aware that this is not new for children at Tipton St John, we have always valued these aspects of the curriculum and have taught them. However, in light of statutory changes, we have reviewed our PSHE/RSE curriculum and policy so we can be sure our RSE provision is appropriate for our pupils based on their: 

  • Age 
  • Physical and emotional maturity 
  • Religious and cultural backgrounds 
  • Special educational needs and disabilities 

 This draft policy has been reviewed by teachers and governors and we now invite parents to read the documents and comment by emailing admin@tipton-stjohn.devon.sch.uk. This consultation will be open for two weeks after half term and we will be happy to consider your views and answer any questions linked to the content of the curriculum or the teaching of the subjects.

The Right of Withdrawal from Relationship Education and Health Education from September 2020

  • The statutory guidance for Relationships Education and Health Education will come into effect in all primary schools from 2020, including academies, free schools and independent schools.
    In primary education from September 2020:
  • Parents will not be able to withdraw their children from any aspect of Relationships Education or Health Education (which includes learning about the changing adolescent body and puberty).
  • Parents will be able to withdraw their children from any aspects of Sex Education other than those which are part of the science curriculum. (Note that sex education will not be statutory in primary schools, however the new statutory guidance makes clear that schools should still provide a programme of age appropriate sex education)
  • Head teachers in primary schools must grant requests to withdraw a pupil from sex education, other than where it is part of the science curriculum (although the guidance makes clear that good practice is ‘likely to include the head teacher discussing with parents the benefits of receiving this important education and any detrimental effects that withdrawal might have on the child’).
  • Where pupils are withdrawn from sex education, schools should document the process and will have to ‘ensure that the pupil receives appropriate, purposeful education during the period of withdrawal.’

At Tipton St John, we teach only the Science curriculum content and the relationships and health objectives in the PSHE Association objectives, which teaches children about how their bodies change in puberty. This is an approach agreed by our Local Learning Community of schools and aligns with our secondary feeder school.
